State-owned enterprise governance: the time for reform

State-owned enterprises across Francophone Africa are going through a period of accelerated reform: new appointment frameworks, strengthened oversight bodies, tighter reporting requirements.
These reforms are not enough on their own. Without a governance culture shared by the boards themselves, new frameworks remain formal rather than effective.
Three concrete levers stand out from our engagements: clarifying roles between the board and executive management, ongoing director training, and tracking governance indicators over time.
